Yes, it’s an alright camcorder for someone who wants to just record quick clips of themselves with friends and family in school, etc. But i suggest these camcorders instead, for a 16 year old girl, as she’ll even seem more "cool" with the following. The following are listed in order of what I think will be best for her and that she will enjoy. The listed cams with One Star are ones that will have excellent Video Quality and can be used as either a budget home camcorder, or a HIGH QUALITY YouTube camcorder. That cam with Two Stars is strictly more for YouTube :

It depends. Does she want to be a film major, or is she just wanting to capture video of her friends and family?
If you are leaning more toward the second option then yes. SD card technology is very sturdy and not incredibly expensive. You can get a 4 gb card for arround $20 (a DVD is 4.7 gb). If she thinks she wants to make a career out of this than you may want to go for something with good optics. i.e. Cannon, Panasonic, or Sony.
